Health Reimbursement Arrangement (HRA) Resources

Health Reimbursement Arrangements (HRAs) are designed and funded by an employer to cover healthcare services. Unlike an FSA and HSA, only the employer can contribute to an HRA. If your employer offers an HRA, there will be a plan document that will specify the services covered and any special reimbursement rules such as coverage for copays, coinsurance and deductibles. Your employer decides if and how much funds roll over from year-to-year. Health Reimbursement Arrangements vs. Other Options

While HRAs, HSAs, and FSAs share some similarities, they are each unique options for employers and employees to plan and pay for qualified health expenses.

An HSA is a savings account that can only be used with a high-deductible health plan (HDHP). An HSA is owned by the employee and deposits can be made both by the employee and employer.

Like an HSA, an FSA is a savings account, however there is no accompanying health plan requirement. An FSA is employer-owned, but deposits can be made by both the employee and employer.

An HRA is also employer-owned, but unlike an FSA and HSA, only the employer can make deposits. Generally, it must be integrated with a group medical plan, but unlike an HSA, it does not need to be accompanied by an HDHP.

Types of Expenses Covered by an HRA

You can use an HRA to reimburse a portion of you and your eligible family members’ out-of-pocket medical expenses. Your HRA dollars can be used to pay for expenses like:

  • Deductibles
  • Co-insurance
  • Pharmacy expenses
  • Routine health care (office visits, X-rays, lab work)
  • Hospital expenses
  • Dental care
  • Vision care
  • Eligible over-the-counter items
  • Contact lens solutions/supplies
  • Diagnostic products
  • Insulin and diabetic testing supplies
